I do not want to give the app internet permission, but online translation could still be done when the translation app can run in the background as some kind of service, or responds to intents. Not sure if something like this exists though.

Offline would be doable similar to dictionaries, i.e. the user will need to provide translation files. Further the translator library should be small, i.e. I don't want to massively increase app size for an optional feature.
I had a short look, but didn't find anything for kotlin / java working offline.
