What?

Add the ability to label any item that can be included in a content pack.

Add the ability to filter items by label when constructing a content pack.

Add the ability, at least on some pages like pipeline rules, to filter the view based on label.

Items should only have one label, but there should be a means to change the label of an item.

Why?

Organizing content and building content packs becomes increasingly difficult as the number of content items grows.

Being able to limit what items are displayed, both on the configuration pages and on the content pack selection view, will make both the management of content and the building of content packs easier.
