What would it look like to spell out the federal web presence, the denominator, etc.

Suggestion:

Number of agencies in .gov domain registry
Number of sub-agencies in .gov domain registry
Number of .gov second level domains
Number of .mil second level domains
Number of websites (status code=2xx;redirect=false;filtered=false)
