Not showing any quests on servers / bq_admin not available #767

When i set up a server, the questbook is empty, even though it uses the same json as my singleplayer world

bq_admin is an unknown command on the server

Tested with Gregtech Community Pack and Nomifactory (GTCEu Port)
If you require any more information i am happy to provide them
