Doc uses PIP to install dependencies for the agent when RPM is available #451

Description

In the doc, if we are installing from RPMs, we need to install ONLY from RPMs and not pull from pip. On RHEL systems python-pip RPM is not part of the standard repo and forces the use of EPEL. We have RPM builds for:

f5-icontrol-rest
f5-sdk
f5-openstack-agent
f5-openstak-lbaasv2-driver

so we should allow RPM to resolve any dependencies and not install unsupported community python code on a RHEL service with a support subscription.
