Refactor Date / Time management

The automatic sun position and the time machine both keep track of their own time-settings, and both have to be set separately when changing time.

Time-machine functionality should be refactored out of the city-builder repo, into this repo. There should be a single "source of thruth" (preferably a DateTime object) which we can set. Maybe as a Scriptable Object?
