Search UI : Fix Download file issue related to null pointer for Region

On investigation of 1517 the issue was related to region being null for rsiD 'rs2925717' and association Id '62073372'. The file was successfully generated on handling the null pointer error related to empty region which ideally shouldn't happen but still code needs to handle this.
