Multiple Windows

It'd make sense for those of us with multiple monitors and/or tiling window managers if we could make the different parts of the CountESS UI into different windows, and then let the window manager sort out the details. This would avoid having to implement a lot of fussy UI resizing stuff in CountESS too.

Also when the parts are together they should probably be a PanedWindow

The worst bit at the moment is that the plugin chooser / config section, if the screen is small, has a scrollbar and overflow but that's not obvious from the way it is laid out.
