DOC: enhancing the CONTRIBUTING.md file

What's wrong with the existing documentation

The contributing.md file does contain the link to the documentation of this repo (readme file) and it also does not have links to the CODE_OF_CONDUCT.md file which would really help the contributor if they were contributing for the first time.
I would also help if the file had a section for the table of contents. Because this file is very elaborate, it is hard to scroll through and search for the part of file in need.
