• the 'M' from MA and MP controls is being stripped
• the 'S' from SA, SI, SC, SR controls is being stripped
• add responsibility property
• add baseline property
• add priority property
• normalize part formatting :: a. 1. (a)
• confirm all controls are included

Note that PHI Discussion and HVA Control and Discussion are missing, but should really be in separate catalogs (as should Low, Moderate, High profiles).
