For example the RSA-5 in a badge could be a hyperlink to the RSA code section: http://library.amlegal.com/nxt/gateway.dll/Pennsylvania/philadelphia_pa/title14zoningandplanning/chapter14-400basezoningdistricts?f=templates$fn=default.htm$3.0$vid=amlegal:philadelphia_pa$anc=JD_14-401

This would align with the functionality that exists in the zoning overlays and enable people to find the information on what the base zoning allows.
