Create a module that has subroutines.
The subroutines must handle a user request with an image and series of tags.
They are handled by:

Sending a call with the image which returns the metadata.
Sending a call with the metadata which returns the weather data.
Sending a call with the image, metadata weather, and tag list to a database management module.

They also handle image editing requests.
