[Qube!] Auto package creation from CDN packages #42

We have Qube and Python available in a CDN. We should add a package creation wizard to import these automatically.

The workflow would be something like.

Add Package
Select Qube 7.0 from Public packages
Select optional job types
Save

Files would be downloaded and uploaded to the portal storage.
