As per this post, WordPress Core is on Node 20 and npm 10, while Sensei is on Node ^18.14.0 and npm ^9.3.1 || ^10. We should update Sensei to match WordPress Core / Gutenberg.

As part of this work, we should also remove the hard-coded Node versions in the GitHub workflows that were added in #7720.

Note that the Node upgrade was already started in https://github.com/Automattic/sensei-security/pull/15.
