Describe the issue

Round hit 2h+, the round would seem like normal, then suddenly, it would sound like the transfer had been called, despite no vote visibly or audibly starting. This happened on rounds coz-dFtm and coA-aOyc. It was audible/visible on coA-aqEa.

How to reproduce

Be lucky and be there when round vote tries to happen.

Not a TGUI bug - this is an ancient bug that only happens very occasionally. Not sure why.
