Investigate usage of Shard Blob Storage

just want to note this comment and its response in another thread.

Overall that discussion reflects our current take on this, but we will continue to observe and learn as details converge prior to implementation.

To be clear, this issue does not represent any sort of degradation to our commitment to on-chain permanence of script storage. Instead, it is intended to help us ensure that we continue to offer the best and most appropriate form of storage to artists, as Ethereum and blockchain technology in general continues to evolve.

Note: 4844 seems to be planned for Cancun hardfork, so blob store will be expected to be available by EOY.
