Alert operators of new forms

We need a way to ensure operators use the latest form. One way is to send notifications to the phone. Another way is to download the new form in the background when the operators are sending in their last batches of forms. This is a big task.

I want to leave all the current user functionality, but constantly remind the operators to download the latest form. Therefore I think it would be best to download the new form while operators are uploading last forms (guaranteed internet is available) and then next time they try to open any form that is out of date, I'll have a pop up that says "You're attempting to open an old version (

) but the newer form (<NEW_FORM NAME>) is available. Click OK to delete the old blank form (this will not affect data you've already filled in) and get redirected to the newest version, or CANCEL to do nothing." If they hit cancel, the app continues as normal.
