Did not receive invitation / cannot propose following EC changes on Emerynet (Upgrade 18 Testing)

Describe the bug
In testing EC changed for Upgrade 18 on Emerynet - I attempted to propose and vote with each Gov account on Econ Gov UI but was only able to accept invitations to vote for Gov 1, Gov 2 and Gov 4 but did not receive and therefore didn't have the option to accept invitations to propose Vaults Governance changes. See outcome per account:
Gov 1 - Accepted 'Vote' invitation, didn't receive invitation for vaults governance (sample screenshot below)
Gov 2 - Same as Gov 1
Gov 3 - No invitations for vote or vault governance (as designed per Agoric/agoric-sdk#10209 (comment))
Gov 4 - Same as Gov 1 and Gov 2

To Reproduce
Steps to reproduce the behavior:

1. Go to https://econ-gov.inter.trade/?agoricNet=emerynet as Gov 1-4
2. Click on 'Vote' tab then 'Vaults' tab
3. Note no invitation

Expected behavior
Gov 1, 2 and 4 should each receive invitation to propose/for vaults governance
