If one hasn't done monci update before a build, and the build targets a rolling OS like debian testing or sid, the remote mirror may be out of date when downloading dependencies.

moncic-ci should then run a mirror update before the build, possibly with an optimization for avoiding it in case the package database has been updated relatively recently.

For some mirror, the update should be done always: for example a local mirror containing recently built packages to be used as build dependencies
